So many mobile devices being displayed Device IMEI is non-compliant. Your IMEI has been paired with your mobile number with PTA device verification app and working on only one network. showing emergency calls only on other network sim.

After 15 January 2019 PTA has blocked many IMEIs and paired with only one network because of non-compliant with GSMA. PTA introduced an application called  “Device verification System” to check IMEI of a mobile device in Pakistan.

PTA DVS application is available for Android via Google Play everyone can download and check IMEI of his/her mobile device but unfortunately we still receiving lots of requests from people who still not able to understand the PTA DVS check results.

PTA Device Verification System Messages Explanation:

We have 4 messages response in IMEI check result in device verification system application. that can be seen below one by one.

  1. Your mobile device IMEI is compliant (PTA Approved)
  2. Your mobile device IMEI is valid and not PTA Approved / Registered.
  3. Device IMEI is non-compliant. Your IMEI has been paired with your mobile number and device will continue receiving service.
  4. Device IMEI is blocked. Reported stolen.

1- Your mobile device IMEI is compliant (PTA Approved)

This message indicates that this mobile device is PTA compliant / approved. device will remain operational as long as you have.

Action: You don’t need to do anything to use it in Pakistan.

Note: We don’t recommend you to but any used mobile phone device without have box with it or legal proof of its ownership. If you purchased theft and stolen mobile also being sold in market, these cellphones can be tracked easily and can create problem for you.

2- Your mobile device IMEI is valid and not PTA Approved / Registered

Your mobile device IMEI is valid and not PTA Approved / Registered. Please register your device at and pay FBR Tax / Duties within 60 days of its first use on Pakistani Mobile network.

This message indicates that IMEI of your mobile device is a GSMA standard number however it was brought into the county via informal channels and therefore was not registered at PTA.

Action: International Passengers: Such passengers at the time of arrival can avail the custom Kiosk facility available at the airports for registration of their mobile devices. Prior to arrival users can download and fill the mobile declaration form and hand it over to Customs official upon landing into Pakistan.
All such international passenger who didn’t avail Custom kiosk facility to register their device IMEI, will be required to approach nearest custom house location and declare their device details. After fulfilment of codal requirements, IMEI will be registered accordingly.

Gift/Packages via courier postal services: Individuals intending to bring devices as gifts through courier services will be required to obtain COC through PTA website and upon fulfillment of the codal requirements, IMEI will be registered accordingly.

Disclaimer: As per policy user can bring maximum of 5 devices in personal capacity per year.

3- Device IMEI is non-compliant. Your IMEI has been paired:

This message indicates that IMEI programmed on your device is non-standard (in other words someone changed imei of this device for some reason) therefore flagged as non-compliant by PTA.

owever all users of such devices who were observed active on Pakistani mobile networks as of 1st December, 2018 have been paired with their mobile numbers and shall continue to receive services.

Action: Such paired IMEIs/mobiles will receive network services on the paired SIMs only. All other network sims will show emergency calls only message. It’s means this imei can work only on paired sim card. But if you have original box of this device and it’s imei is not same as shown on your mobile device you should check it’s imei on DVS app. If you get approved message you can request your nearest mobile service center to fix it. But keep in mind you must prove that you are original owner and purchaser of this device.

4- Device IMEI is blocked. Reported stolen

This message indicates that your IMEI is blocked as this IMEI has been reported stolen by original owner.

Action: If you are the one who has reported this mobile device as stolen/lost earlier and now it is recovered, then contact PTA/CPLC to unblock your mobile device.
